Description
The CiIRA, lasting 8 months, shares the same educational objectives as those of the initial training provided to French attaché trainees, laureates of one of the competitive examinations for access to IRAs leading to the exercise of the functions and responsibilities of administrative framework within the central and territorial administrations and services of the State.
- Discover the culture of public service: the rights and obligations of civil servants, ethics, values, internal codes and customs;
- Understand the practices of public administration through its frameworks, its challenges and a cross-cutting thematic approach to public policies (budgetary framework, accounting, financial analysis, making public action more reliable);
- Appropriate the positioning and role of the executive in the public service (basics of interpersonal communication, project management, operational management, etc.).
This educational content includes lessons in institutes and professional experience (practical training in administration).
Conditions of admission
- You do not have French nationality;
- You are a civil servant or public official;
- You perform middle management functions;
- You have a master's degree 1 or an equivalent course;
- You have at least a first professional experience;
- You have a perfect command of the French language both orally and in writing;
- You have passed the joint ENA / IRA selection tests which imply a good knowledge of the French administrative system and the European institutions.
Curriculum
The training course takes place in one of the five IRAs - Bastia, Lille, Lyon, Metz or Nantes - over a period of 8 months - from September year N to April year N + 1.
The international cycle of IRA is a training course lasting 8 months which allows, as part of an immersion within a promotion of attached students, the acquisition of knowledge, know-how and interpersonal skills. fundamental for the exercise of managerial functions within an administration. The objective being for foreign auditors, that they appropriate the culture of public service, the practices of public administration and master the managerial skills related to positioning and the role of executive.
It breaks down as follows:
An initial phase of 2 months
The 2-month practical internship period immersed in an administration at the end of the course allows CiIRA auditors to implement theoretical lessons, as well as to participate and contribute to public service missions.
A 6-week deepening phase
This phase allows for the deepening of the knowledge acquired during the initial phase. It is also common to all attaché trainees. The content of the courses provided relates to one of the following professional universes:
- Central administration ;
- State territorial administration;
- School and university administration.
A 6-week contextualization phase
This phase is preparatory to the professional situation. Alongside the trainee attachés who will be pre-assigned to their posts, it provides a concrete approach to all professions and an appreciation of the diversity of careers offered by the administration.
A 2-month internship
The 2-month practical internship period immersed in an administration at the end of the course allows CiIRA auditors to implement theoretical lessons, as well as to participate and contribute to public service missions.
Evaluation
Auditors will be assessed during and at the end of the training cycle. A certificate of education validating the success of the CiIRA training cycle will be issued to them at the end of the cycle.
The possibility of completing this cycle by obtaining a Master's degree, in the partner universities of the IRAs, will be examined on a case-by-case basis.
Registration fees
CiIRA registration fees are set at € 4,000. Accommodation costs are the responsibility of the auditor.
A scholarship can be sought from a national or international, public or private institution, or from the government that presented the candidate. It can also be requested from the Cooperation and Cultural Action Service (SCAC) of the French Embassy in the auditor's country of origin.
